Update on Ontario Operating Engineers Proposed Alternate Rules

The Technical Standards and Safety Authority (TSSA) would like to thank stakeholders that took the time to provide feedback on the proposed Alternate Rules to the Operating Engineers Regulation 219/01. TSSA has now posted a summary of the feedback and how it will be addressed.

The timing of the Alternate Rules has been revised, offering additional opportunity to discuss and answer questions about the approach and implementation plans before they are launched at a later date (anticipated in fall 2020). Interested parties are encouraged to review online FAQs and other material available on the TSSA website.

The proposed Alternate Rules, if approved by the Minister of Government and Consumer Services, would supplement the existing regulation and would offer different methods to achieve safety compliance at Ontario’s power plants, by:

  • facilitating a risk-based approach to industry regulation;
  • updating qualifications for operating engineers; and,
  • including two alternative paths to achieve safety outcomes and compliance.
