TSSA Accepting Applications for Operating Engineers Alternate Rules Path 1 Starting February 22

Beginning February 22, 2021, TSSA is accepting submissions for plants under Path 1 of Alternate Rules.

TSSA’s Operating Engineers Alternate Rules supplement the existing Operating Engineers Regulation 219/01. The Operating Engineers regulation remains in place, and the Alternate Rules do not replace it. The Alternate Rules provide organizations with two alternative paths (Path 1 & Path 2) to achieve safety and compliance outcomes.

Path 1 rates plants based on a risk calculation measured by many factors, in addition to the installed power rating of a plant (kilowatts). A risk rating is assigned to a plant and used to determine appropriate staffing requirements.

Path 2 requires plant owners and users to customize their own site-specific Risk and Safety Management Plans (RSMPs). The application process for Path 2 has been open since November 2020.
