Canada Wide Early Learning and Child Care Plan

The Canada Wide Early Learning and Child Care (CWELCC) plan will transform how families access child care in Waterloo Region by reducing licensed child care fees to an average of $10 per day by September 2025. Fees will be reduced by an average of 25 per cent retroactive to April 1, 2022, with an additional 25 per cent reduction by the end of 2022.

For families who access home child care, the fee reductions under the CWELCC will only be available to families who are registered with a home child care provider that holds a contract with a licensed agency.

For more information about the Region’s Licensed Home Child Care program visit the Region’s website. There are also other licensed home child care agencies in Waterloo Region that may also be accepting new caregivers. The Ministry of Education’s website has registry information with child care licensing resources. Parents can also apply on OneList Waterloo Region to a licensed child care provider at https://regionofwaterloo.onehsn.com/.

Quote:

“We’re still waiting for details from the government on the agreement and how it will be rolled out, but in the meantime, we are looking forward to answering questions and providing support. There are many benefits for caregivers to join a licensed agency, such as being able to care for up to six children at once, wage enhancement top-up grants, start-up grants and receiving the guidance of a Registered Early Childhood Educator (ECE). Parents can have peace of mind knowing that caregivers with a licensed agency must meet high standards of quality and all requirements set out by the Ministry of Education.” Kristen Bustamante, Manager, Home Child Care, Region of Waterloo.
