Operating Engineers Alternate Rules Path 2 Guidelines Available
A detailed draft of the Operating Engineers Alternate Rules Path 2 Guidelines is now available on the Technical Standards and Safety Authority’s (TSSA’s) website.
The Path 2 Guidelines have been published by TSSA to provide plant owners and safety managers with support in the development of Risk and Safety Management Plans and specifies TSSA’s expectations regarding the contents of Risk and Safety Management Plans.

Operating Engineers Alternate Rules
The proposed alternate rules, if approved, would offer a different approach to achieving safety compliance at Ontario’s power plants. Plants may continue following the existing Operating Engineers Regulation 219/01 (O. Reg 219/01) or would choose to follow alternate rules.
Subject to the current regulation by default, registered plant owners and users would opt-in to alternate rules and receive authorization from TSSA to operate under an alternate safety path.
Launching in phases, if approved, alternate rules would facilitate a risk-based approach to industry regulation. There would be three safety paths which TSSA would regulate and monitor for safety compliance, if approved.
- Path 0 – Plants are managed in accordance to the requirements under O. Reg 219/01.
- Path 1 – Plants would be regulated and rated based on a risk calculation measured by several factors, in addition to kilowatts.
- Path 2 – Regulated plants would implement Risk and Safety Management Plans customized for their specific sites that include additional risk management technologies and other processes developed by professional engineers and approved by TSSA.
Implementation of the proposed alternate rules is currently pending approval by the Minister of Government and Consumer Services. TSSA would begin accepting Path 2 applications with Risk and Safety Management Plans upon approval of the proposed alternate rules.
