Notice of Completion - Fischer-Hallman Road / Bearinger Road Improvements, City of Waterloo, Schedule ‘C’ Municipal Class Environmental Assessment
The Regional Municipality of Waterloo has undertaken a planning study in accordance with the Ontario Environmental Assessment Act following the approved process for Schedule ‘C’ projects under the “Municipal Class Environmental Assessment” (October 2000, as amended through 2015) to address transportation system improvements in the City of Waterloo. The Recommended Design Alternative includes the following key elements:
- Widen the road from 2 to 4 lanes of through vehicle traffic; and, add new
- 3 metre wide boulevard multi-use trail (MUT) along both sides of the road;
- 5.0 metre wide raised curb, grassed median; and
- Additional street lighting.
- Curb and gutter and a stormwater drainage system;
By copy of this Notice, the Environmental Study Report is being placed on the public record for a 30-day review period in accordance with the requirements of a Municipal Class Environmental Assessment. Subject to comments received as a result of this Notice, and receipt of necessary approvals, the project may proceed to construction subject to Regional Council approval.

Interested persons may provide written comments to the Regional Clerk’s Office within 30 calendar days from the date of this Notice. If concerns regarding this project cannot be resolved in discussion with the Region of Waterloo, a person or party may request that the Minister of Environment, Conservation and Parks make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order). Part II Order Requests must be made using a Part II Order Request Form, available online at http://www.forms.ssb.gov.on.ca and search for “Part II Order Request”. All comments and information received from individuals, stakeholder groups, and agencies regarding this project are being collected to assist the Region of Waterloo in making a decision. Under the “Municipal Act”, personal information such as name, address, telephone number, and property location which may be included in a submission becomes part of the public record. Questions regarding the collection of this information should be referred to the person indicated above.
This notice is being provided pursuant to the Ontario Environmental Assessment Act, the Municipal Engineers Association’s Municipal Class Environmental Assessment, dated October 2000, as amended in 2007, 2011, and 2015, and the direction of the Ministry of the Environment, Conservation and Parks.
