Development Agreements
A development agreement is a legal agreement between a property owner and the City of St. Catharines to make sure a site is developed in a particular manner. They are typically required when a proposed development is small-scale and doesn't require a full site plan agreement.
Submit a development agreement
Please complete the Development Agreement Application and submit it by email or drop it off to City Hall located at 50 Church St.
Your application must include:
- Application fee
- 5 folded copies for the final reference plan

When do I need a development agreement?
Development agreements are typically used to implement conditions of a severance or minor variance approval, where certain site improvements are required. This includes, but isn't limited to:
- Parking
- Landscaping
- Fencing
- Drainage
- Tree preservation
