Development Studies Task Force

The Development Studies Task Force will operate as a multi-stakeholder group providing input to consultants and staff regarding development the Development Charges Background Study, Community Benefits Charge Study and Inclusionary Zoning Study. The Development Studies Task Force may also choose to provide recommendations to Council related to the adoption and implementation of the study and related By- laws.

Meetings

The Task Force will meet as required, at the discretion of the Chair. View our meeting calendar and read the Task Force's agendas and minutes to stay informed.

The Task Force will conduct meetings according to the Simplified Meeting Procedure.

Members

The current Task Force members are:

  • Chuck McShane, representative from the Niagara Home Builders Association
  • Hugo Chesshire, representative from Greater Niagara Chamber of Commerce
  • Kevan Peters, Niagara Construction Association
  • Cameron Banach, representative from Niagara Regional Housing
  • TBD, representative from a Non-Profit or Charitable Housing Agency
  • TBD, representative from Equity and Inclusion Advisory Committee
  • Rafal Gosk, resident from St. Catharines
  • David Cooperman, business owner from St. Catharines
  • Councillor Garcia, Chair of the Budget Standing Committee
  • Councillor Dodge, Vice Chair of the Budget Standing Committee
  • Councillor Mark Stevens
  • Taya Devlin, Senior Planner (staff liaison)

Composition

The Task Force consists of up to 11 members:

  • One Representative from the Niagara Home Builders Association
  • One Representative from the Greater Niagara Chamber of Commerce
  • One Representative from the Niagara Construction Association
  • One Representative from Niagara Regional Housing
  • One Representative from a Non-Profit or Charitable Housing Agency
  • One Representative from the Equity and Inclusion Advisory Committee
  • One Resident from the City of St. Catharines
  • One Business Owner from St. Catharines
  • Chair of the Budget Standing Committee
  • Vice Chair of the Budget Standing Committee
  • Up to 1 additional member of Council

Appointments will be until each of the studies are received by Council, at which time the Task Force will be automatically disbanded.

Reporting structure

The Task Force will report its findings directly to Council.

Administrative support to the Development Study Task Force shall be provided by Planning and Building Services, which shall assign a Staff Liaison to the Task Force.

Additional staff resources as required from time to time will be provided by all City departments. External experts, academic and research resources may also be requested to participate from time to time, as required.
