Financial Info

  • e-Billing: View property tax and water bills through e-billing at stcatharines.ca/eBilling
  • Online Payments: Pay parking tickets two business days post-issue, property taxes and water bills at stcatharines.ca/PayOnline. Convenience fee applies.
  • Property Tax Instalments:stcatharines.ca/TaxInstalments
    • Bills are mailed out 21 days in advance of due dates which are the last business days of February, April, June and September.
    • Set up a 10- or 12-month payment plan here
  • Water Bills: Set up a bi-monthly or per-bill payment plan at stcatharines.ca/PAPForm
    • The City is divided into eight geographical sections when conducting water meter reading and subsequent water / wastewater billing. The section of the City for your property is identified on your bill, just below your account number, with an A, B, C, D, E, F, G or H.

If you are planting a tree, building a fence or a deck, digging a new garden, or doing any project that requires you to dig, you must contact Ontario One, Call at least 5 business days before.

Residents can make a payment in person at the Citizens First counter on the second floor of City Hall in St. Catharines located at 50 Church St.

We accept cash, debit, cheques, bank drafts or money orders.

Make your cheque payable to the City of St. Catharines and mail it to:

  • Include the description the payment is being applied for in the memo section on your cheque.
  • US cheques are accepted, the exchange rate is applied the day it is received.

There is a 24-hour drop box located at the front of City Hall.

  • Do not put cash in the drop box. Cash is accepted at the Citizens First counter during business hours.

The City of St. Catharines accepts Visa and MasterCard payments via Paymentus, a third-party automated payment service. Credit card payments can be made online 24 hours a day, 7 days a week. A convenience fee is charged on each transaction.

There are three ways to pay by Credit Card:

  1. To pay by phone please call Citizens First at 905.688.5600 during regular business hours.
  2. To pay online please visit the paymentus online payment portal.
  3. To pay in person, please visit the Citizens First counter at City Hall on the second floor during regular business hours.

Payments made by Visa and MasterCard are processed the next business day. Please ensure that your payment is made one business day before the due date to avoid any late payment charges.
