Asset Management
Asset Management guides the City’s decision-making related to the building, operation, maintenance, renewal, replacement, and disposal of infrastructure assets that support the services we provide to the community.
The City of St. Catharines' Asset Management Plans are developed in accordance with Ontario Regulation 588/17, Asset Management Planning for Municipal Infrastructure. These plans identify infrastructure needs and provide a framework for sustainable service delivery.
Goals of the Asset Management Plan
- Ensure all City-owned infrastructure assets are sustainable into the future
- Guide investment and divestment decisions for infrastructure assets
- Support the development of standard maintenance and rehabilitation policies
- Provide a framework for lifecycle costing and cost-benefit analysis
- Integrate infrastructure planning with broader strategic, community, and land-use goals

2021 Asset Management Plan
- Endorsed by Council on October 4, 2021
- Focus: Transportation, Structures, Drinking Water, Wastewater, and Stormwater Management
2023 Asset Management Plan
- Endorsed by Council on October 30, 2023
- Focus: Buildings and Facilities, Corporate Fleet, Culture, Fire, IT, Natural Assets, Parking, and Parks
2025 Asset Management Plan
- Adopted by Council on June 23, 2025
- Includes updated strategies and data to support long-term infrastructure sustainability
Strategic Asset Management Policy update
Council has approved the 2024 Strategic Asset Management Policy, which meets all provincially legislated requirements.
The updated policy primarily focuses on the City's increasing dedication to environmental stewardship, alongside a commitment to accountability and transparency. It prominently highlights the City's initiatives aimed at preserving existing assets and constructing new ones that are resilient to climate change.
Asset Resource Management System Program (ARMS)
The Asset Management System (ARMS) project is the next major step and a cornerstone element of the City’s transition to becoming a more proactive asset manager and customer-focused service provider. The move to a unified work and asset management system will make the City’s processes more efficient by leveraging the capabilities of modern, industry standard software systems and field technology for the Municipal Works and Engineering Facilities and Environmental Services Departments. Boards and Commissions
The Asset Management Plan for the Niagara District Airport was approved in May 2024.
In June 2024, the St. Catharines Public Library Board approved the library's Asset Management Plan.
