Snow Removal By-law
If you own a property in the City of St. Catharines that has a sidewalk bordering the property, it is your responsibility to remove snow and ice form the sidewalk. This helps ensure that all sidewalks are safe and available for community use. View the Snow Removal By-law for complete details

If you are concerned that a sidewalk has not been cleared in accordance with the by-law, please send us an email or give us a call at 905.688.5600.
We will investigate all by-law complaints to see if they are valid. If the property owner is guilty of an offense, they could be charged under the Provincial Offenses Act.
Snow removal requirements
The following requirements are outlined within the Snow Removal By-law:
- You must remove all snow and ice within 24 hours of a snow fall
- You must clear the sidewalk so that the pavement is showing
- If sidewalks are placed next to the curb and there is no boulevard, you can shovel snow onto the edge of the street
- You can't remove snow from your driveway or sidewalk and place it on or across a street
Snow removal program
If you are not physically able to remove the snow from the sidewalks surrounding your property, you may qualify for the City's snow removal program. This program is available to seniors and individuals with disabilities who can't remove the snow from the sidewalk.
