Parking By-law

The City of St. Catharines' Parking By-laws govern the rules and regulations around vehicle parking, stopping and standing, accessible parking, permits, fees, ticketing and more. We are committed to providing high-quality and available parking to increase access to locations around the city for the enjoyment of residents and visitors.

Report an issue

You can report an issue around a Parking By-law infraction online with our Report an Issue Form, which is monitored Monday to Friday from 8:30 a.m. to 4:30 p.m. (excluding holidays) or by calling Parking By-law enforcement staff at 905.688.5600 on Mondays to Fridays from 8:30 a.m. to 7:30 p.m., Saturdays from 9 a.m. to 5 p.m. or Sundays from 10:30 a.m. to 6:30 p.m (excluding holidays).

Enforcement staff do not operate outside of these hours and services are contracted by the City. If you need assistance beyond these hours, please call enforcement staff during the next available times. Staff do not handle moving violations.

Our parking offences include the following penalty fees:

  • Over time limit: $30
  • Expired meter, special provision area, May 1 to Sept. 30: $50
  • Over time limit, special provision area, May 1 to Sept. 30: $50
  • Where prohibited: $40
  • Where restricted: $40
  • Within 3 metres of fire hydrant: $60
  • Within 1.5 metres of a driveway: $40
  • On boulevard: $40
  • Facing wrong way: $40
  • Over 12 hours: $40
  • Metered zone between 3 a.m. to 6 a.m.: $40
  • On Regional Road between 2 a.m. to 6 a.m.: $40
  • Obstructing a lane or driveway: $45
  • Standing where prohibited: $45
  • Stopping where prohibited: $50
  • Stopping in loading zone: $50
  • Stopping or parking on sidewalk: $50
  • Over-sized vehicle: $80
  • Parked in fire route: $100
  • Parked where prohibited, special provision area, May 1 to Sept. 30: $100
  • Parked in a designated accessible space with no permit: $350
