Pass Control

You must have valid Transport Security Clearance (TSC) to apply for a RAIC. A TSC is valid for a maximum of five (5) years and is subject to revocation at any time by Transport Canada. You will receive a link from your company signing authority to start the application.

Once you have applied for the TSC clearance, book an appointment for your biometrics to be taken which will be submitted to Transport Canada as part of your TSC application.

Airport Pass Control will contact the applicant once their clearance is processed and approved or denied by Transport Canada - This can take up to a few months to be fully processed.

This is mandatory for new and expired RAIC applicants. The program can be completed online through the Region of Waterloo training website.

Restricted Area Identification Cards (RAIC) allow an employee to work in the restricted area of an airport.  To receive a RAIC you must have a valid TSC. Your RAIC must be renewed every five years along with your TSC.

A temporary pass allows an employee to work in a restricted area until Transport Canada grants a transportation security clearance. While waiting for your TSC, you may need to extend your Security Control Pass, which is valid for three months. If an extension is required, a new RAIC application form is required.

Once the paperwork is completed in full, you can book an appointment with the pass office.

You must bring these documents with you to your appointment:

  • A printed copy of the security awareness completion
  • A hard copy of your completed form that has been signed by your Company Signing Authority
  • A signed copy of the Conditions of issuance
  • Photo Identification
  
Non-refundable fee for issuing a new, replacement or renewed RAIC is $300 + HST.
