Durham Region offers birding at our Nonquon Water Pollution Control Plant Lagoons (the Lagoons) annually between April 1 and October 31, from dawn to dusk.

The Lagoons are located in the Township of Scugog and can be accessed from Concession 8 (Scugog Line 8), one road north of the Scugog Waste Management Facility (Transfer Station) at 1623 Reach Street, Port Perry.

A permit must be purchased in advance of entering the Lagoons and are available for $16 per permit. Each person entering the Lagoons must have their own access card. No dogs or pets are allowed.

Following completion of the permit application, a representative will contact you to process your payment over the telephone. You will be required to provide your credit card information over the telephone to one of our representatives.

Payment by mail (personal cheque)

A personal cheque made payable to 'The Regional Municipality of Durham' and completed and printed permit application form will be required to be mailed to:

The Durham Region Health Department is responsible for approving the design and building of private septic systems in Durham Region. The City of Oshawa is an exception.

You need a permit to work or hold an event on a road in Durham Region. We have six types of permits, including:

1. Road use such as construction or utility work.
2. Movement of oversized loads such as a house or large equipment/items.
3. Building or modifying an entrance.
4. Special events such as parades, marathons or community events.
5. Filming.
6. Banner installations.

Industry Canada approves sites for installing telecommunications equipment. We may consider installing them on Regional property or facilities. Installations must meet our requirements. This maintains the security and integrity of our structures. This way, we can comply with any provincial or federal regulations that control the access and use of these lands and facilities.

We may make Region of Durham sites and structures available to both the public and private sectors for:

• Installing communications towers and ancillary buildings on Regional property.
• Installing communications antenna on Regional infrastructure, including standpipes and facilities.

People installing telecommunications equipment on Regional facilities or sites are responsible for all building permits, local area municipality approvals and any other permits needed. All installations are subject to an application fee and annual licence fee. Regional Council approves fees and charges each year.
